Holmen’s industrial activities require a permit from the environmental authorities in the country concerned. Operations are subject to supervision by the environmental authorities and the certified auditors of the management systems.

All Holmen units hold the permits and certificates required for their operations. In addition to this, there are a large number of certificates for various types of management systems.

The IPPC Directive

The EU’s IPCC (Integrated Pollution Prevention and Control) Directive is a keystone of its environmental legislation. In Sweden, the formal requirements of IPPC were satisfied by the introduction of the Environmental Code. The sites in Sweden that hold permits under the Environmental Protection Act have been adapted to IPPC in accordance with guidelines from 2004. In 2010 it was decided that the IPPC Directive and several other directives should be combined into new legislation, the Industrial Emissions Directive (IED). The IED rules will apply from 2014 at the earliest.


Holmen applies certified management systems for the environment, energy, quality and occupational health and safety. Holmen Skog is also environmentally certified, which guarantees that Holmen’s forests are managed to approved standards for nature conservation while safeguarding social and cultural assets.


ISO 14001, ISO 9001, ISO 50001 and ISO 9001 are international standards for environmental management, quality management, energy management and health and safety issues.


FSC® Forest Stewardship Council® is an organisation that works to ensure that the world’s forests are managed in a way that is acceptable in environmental, social and economic terms. Certification takes place in accordance with criteria issued by FSC®.


PEFC Programme for the Endorsement of Forest Certification is an international system for environmental certification of forestry. 


Chain-of-custody certification enables wood used at the certificated units to be traced back to its origin.

3. A new environmental permit under the Environmental Code was received in early 2013. In addition, operations subject to notification requirements take place at the production unit in Strömsbruk. Port activity (at Skärnäs Terminal) alongside Iggesund Mill requires an environmental permit (obtained in 1999 under the Environmental Code).
4. An application for a new permit under the Environmental Code was submitted to the Land and Environment Court in early 2013.

3. At the mill in Workington, a certified management system (OHSAS 18001:2007) for occupational health and safety issues has been in place since 2005. In early 2012, Hallsta Paper Mill was certified under OHSAS 18001:2007.
4. The certifications include the production unit in Strömsbruk and Skärnäs Terminal.
5. Energy management system introduced. Certification in accordance with international standard has yet to be obtained.
6. Braviken Sawmill began production in 2011. The certificates have applied jointly to the two sawmills since the beginning of 2011.
